We are partnered with a national transport company, so we can even ship the cars to you, but we are only about an hour away from the Chicago airports.

Definitely. We need to start planning about 12 months ahead of time now anyway. If you know how much money you're getting, place the order so you can get the car ASAP. And if we need to sit on the car for a week or so because it came early, it is no big deal to us at all.
We absolutely can. We have a nationally recognized upfitter, Police Department Systems, that can put on as little equipment or as much equipment as you want. They're distributors for all the major equipment companies (Federal, Havis, Soundoff, Whelen, etc.) so their prices are very competitive and the work only needs to be done once. Also, since they upfit for a variety of different agencies & fleets, they know what works the best from the people who are actually using the equipment every day. Click here to contact them.

NO! We obviously prefer it, but we're one of the few dealers in the country that doesn't require payment when you pick up the vehicle. We're typically "net-30" on our payment terms. We know sometimes even though everything was already approved & the money is there, they still need to have a vote on disbursing the money they've already allocated to you. We're more interested in getting the car out of here and you getting the upfitting process started.

You can finance everything. We know how much of a pain it is to ask for 2 or 3 checks for 1 vehicle. You can include everything in the financing & we'll pay the upfitter and graphics guy direct.
No, it is not a lease in that sense. It functions as an installment purchase. The municipality owns the vehicle and will have Santander Bank N.A. listed as the lienholder on the title. There are no mileage restrictions, damage penalties, or balloon payments. When you make your final payment, you own the car. You don’t have to give it back.
Unfortunately, this is a possibility that exists. All lease contracts include a "non-appropriation" clause. The operating budget money can typically only be appropriated for 1 (one) fiscal year. So, if all best efforts have been made to find or appropriate the money, and there still isn't any, you can simply terminate the lease and return the collateral to the lessor.
No, the financing payments are subject to annual budgetary appropriations by your municipality. Unlike debt financing (a bond most likely), voter referendum is generally not required. Basically, the payments just come out of your normal annual operating budget you get every year.
